When do you think this new update will come out? because I'm contemplating about whether it's better to wait or update my phone to ios9.1 now. These updates usually take a long time and I don't want to do it twice if I know ios9.2 is coming in two weeks or less.

It's a good question but nobody here knows. My guess is it will be longer than two weeks. But others may disagree. I'm curious, why not update now and then again later?
The earliest 9.2 would release would be late November at the very earliest, but I wouldn't expect it until sometime in December. Betas usually go through 3-5 builds and typically it's been two weeks between builds. However 9.1 saw weekly builds, but I suspect that was due to timeline to get it out in time for the Apple TV orders/release.
I hear you. Doing a clean install can take a long time if you have lots of photos, videos and of course apps. It depends whether Apple considers 9.1 to have a security flaw or glaring bug, otherwise they might take their time with 9.2
My opinion would be when it is close to being ready. Only apple at this point would know eactly when that is.
I suspect it will be out before the end of the month as Apple Pay is coming for Austraila and Canada.
If they continue throwing updates out like now, we will see 9.10 before the first Beta of 10.0 will be released. 
with Apple Pay coming to Canada tomorrow, Tuesday. Does anyone think 9.2 will drop today or tomorrow?
I think 9.2 will come out tomorrow or December 1st. I do not foresee it coming out next Tuesday, as Apple usually takes the week off for Thanksgiving.
