When you get a new iPhone, do you...

Restore from backup; a bit lazy.
However, if I encountered any issues with my previous device, then as New. To thus not have/get the same issue again.
For me, it was always the "wipe the device" portion that killed any issues. After restoring from a backup, everything worked like a charm again. My best guess is that only app save data gets backup'ed, alongside with settings, ringtones and the info which apps were installed. If your iOS installation went problematic, there should be no difference between Set up as new and Restore from backup, because iOS gets installed freshly anyway.
 
I always start new since my contacts, photos, iMessages are stored in iCloud, I can easily get those back. I always make sure to do iCloud back on on my previous phone first so that I can still get the recent iMessages saved. Only hassle is to redownload all the apps but I have a screen shot of all my folder layouts so I can easily put the apps the way I want it.

It would be nice if you could pick and choose exactly what is being restored from the backup.

So you could keep your accounts and photos, but not necessarily all the apps and clutter.
True. Mind, one of the reasons I always restored from backup was due to Messages. Iirc, restore from backup was the only way to restore those prior to iOS 12. Now that messages are finally synced on iCloud, I might go with setup as new next time.
