128gb iPad Mini 4 is $275 plus tax. I can sell mine for $280 with 32gb before commission and shipping. I would get like $240 after everything. Is it worth the upgrade? I don't use much storage on my 32gb one. I would pay a $60 up charge including a new screen protector.
 
Just to throw this out there, a 32 GB 9.7" iPad Pro is on sale for Elite members (everyone else on Friday) at Best Buy for $399 and the 128 GB is $499. Personally, if money were a concern, and I wasn't going for a mini due to its actual size, I would try to squeeze the extra coin for a clearance 9.7" Pro.
 
Does the laminated display make a difference between an iPad Pro/iPad Mini 4 vs the 2017 iPad?

That would depend on the ambient lighting in your environment. Many have said that the lack of laminated display has been noticeable, but it depends on the lighting in the room. And others have said that's not an issue for them.

The other thing you have to consider with the lack of a laminated display, is there is an air gap in the display, some have said it's like touching a very plasticky screen due to the laminated display missing.

To me, I would rather much have the laminated display then not have it. Not so much necessarily just for the brightness, but the fact of the tactile feedback when touching the display would feel cheap to me. But that's just my preference.

sorry not clear - are you talking about buying a new mini 4?

If so, i'd reconsider; the CPU in it is the A8 and it loses support for various new things (off the top of my head can't remember specifics, but i think one of those things is ARkit).

I know the form factor my be a consideration, but unless you really, really need the 7.9" form, i'd avoid the mini 4 if at all possible as a new purchase and either wait for a replacement in that form actor or consider other options.

I was able to snag a refurbished 9.7" iPP (32GB) for $370 and a new smart keyboard for $90, both on eBay. No shipping, no tax, and both arrived in perfect condition. So for $460 I upgraded from my mini 2 into an absolutely amazing difference. Night and Day. They keyboard (and screen size) is the real game changer for me.

That's a decent price for a refurbished 9.7 Pro iPad. Strictly my preference, but I stray away from eBay with any thing Apple related purchases, unless the product is sealed and the buyer has a 100% feedback as a long time member. Way to many unpleasant experiences I have heard from others purchasing on their with fraud and sellers not acknowledging returns, ect . I would rather spend the extra money on Apples refurbished which comes with a warranty. Or Swappa.
