I have heard this many times but as using my ipad air 3 as my 1st ever apple device i like safari it is fastYeah well Safari as a browser sucks.

Youtube in Safari in iOS 13.1 Beta is working ok for me.

It’s deliberate they want you to use the YouTube App.Youtube experiance is horrible in safari and been for years...who is to blame for this? apple or google?
I do not use the youtube app since I find it horrible and ipad does not give me choice to open video in safari or you tube app but jump straight to the app if installed.
Using youtube in safari get worse every day.
I use youtube desktop mode but with every click I am reminded of that with a big blue banner on top (which i have to press to remove)
the blue color really stands out like an eye sore spam message. ....why?
next problem is after a little navigation around youtube my option of skipping forward and back 15 seconds disappear along with options of subtitles, full screen and pip. (which mean i have to press my original youtube shortcut again to regain the controls)
now it happens faster and faster... even after a few clicks.
now after a few skips of 15 sec forward video stop completely and I have to refresh page to watch again (exept now youtube return to the uncontrollable version)
it makes the viewing experience horrible on ipad.

It is not impossible... i never had any ads on my youtube ... but then again I have to go through all this s... every day.It is impossible to block ads on the YouTube, you must pay their subscription. I am also very pissed about this and I asked around and I got confirmation it is not possible, even with solutions like Weblock, AdGuard & Pi-Hole. They kind of embed the ad within the video, apparently and we don't have access to the URL to block it. That what I understood.
I used to have a Youtube app (ProTube?) but it was not supported anymore and I think it disappeared even from my iCloud account.
It is a kind of cat and mice game so I hope at one point someone will come-up with a nice solution to block ads you YT!

Yes I do use Safari and go to youtube.com but I experience the same bad user-experience than you describe. Quality and controls are much worst and I believe it is done on purpose to push people use the Youtube app and get the premium subscription. It is tits for tats.
Well then wait for full iPadOS desktop class safari support. Currently YouTube app on iOS is broken. IMO YouTube has deliberately broken Filters on the App when Not Signed In.Yes and do not want!
The overview on app and mobil browser mode is horrible.. on ipad 12.9 it is a complete waste of screen space.
