I put iOS 9 on iPad 4 and opening apps was smooth, along with the experience in general. Swiping down to enable the search feature is a horrific mess though. Luckily I don't care about it (it wasn't smooth on iOS 8 anyway, but it is worse now). Opening folders wasn't perfect 100% of the time either, but again, I don't care about that.
