When someone calls me on my iPhone there is no option to continue using your phone as you were or to unlock your phone and do other stuff on it........ WHY?.....

So if you don’t want to answer the call press the red/end call button and carry on as you were, what would be the need for it to be ringing in the background?

When the phone is ringing, press and release the volume button. That will stop the ringing and allow you to continue to use the phone. If the phone rings long enough, it will go to voicemail.
That will stop the ringing/vibrating, but it won't allow you to continue using your phone to do what you were doing before until the call stops/goes to voicemail.

Just use task switching. If you have a home button double click and swipe over to the app you were using. On the the X’s just swipe to the right at the bottom of the screen or swipe up and hold.

That doesn't really do anything when there's an incoming call.

I always figured declining spam calls was a bad thing because it let them know it was a valid number ? Not sure about this.

Not all countries have a liberal notification policy like the US etc. Here in the UAE the concept of voicemails has not seen a wide range of adoption and visual voicemail does not exist. When you cancel someone's call, the caller gets a message that your call has been declined vs. not being answered whereas in the US you would simply get the voicemail and it leaves the ambiguity that the call went to voicemail naturally without being declined.

Over here we don't even have the option of Data while you are on a voice call. That technically is feasible but has been disabled by the provider.

The network is superior but the laws are different. We all get fiber at home by default but the speeds lack. whatsapp is blocked...

Hence back to the OP,. it is almost a must have to ignore the call but Apple does not see it as a priority as their "Use Cases" mainly cater to the US market.

If you’re doing some important functionalities like taking photos or doing something that will get interrupted by a phone call, put your phone in airplane mode for a little bit until you’re finished

Thanks for that explanation, @navigates, I had no idea that was how declining works in some parts of the world. Interesting.

It happens every time over here. You get a call and there is no way to decline amicably. If you hit the "Send to Voicemail" the other person's screen changes from Ringing to "Declined". People even comment later that you keep declining my calls. If it is a landline that is calling, the ringtone changes from Call tone to Busy, thus informing the other user that you have declined. However, if you just don't pick up the phone, the caller gets the message "The Caller cannot be reached or is outside the coverage area, please try your call again later"

More than Apple changing this functionality, I feel the network provider should change their way of this as I'm sure this affects everyone.

The other annoying thing here is the lack of data when you are on a call. I mean its 2018. The network is so superior that it can handle 150 Mbps of download but yet you cannot use the data while on call.

One more point of contention here is that if you are a resident "Sim" you will get 4G at best which is good, however, if you roam in this country you will get connected to "LTE" and all VOIP's are unblocked along with voice and data. And when you go to their office with a roaming sim and ask them to explain, they will give you a vague explanation that it's not technically possible.

Technically there are only two providers. All others are an offshoot of the two primary providers and they work in unison. Infrastructure is superior and you don't have to worry about coverage but it lacks in other areas.

I'm quite sure I can do it since forever. It's more like a problem with CDMA network which is nearly not used in the entire world.

They don't use the CDMA Network. Infact they use 4G LTE based delivery nodes. They have purposefully disabled that option and can only be enabled by the provider. Technically they are in the forefront but they have imposed a lot of rules.

Now if you ask them their customer service is oblivious of what needs to be done. They come up with ridiculous answers. "For example, how is it possible you can talk and browse at the same time naturally.? Sorry, not possible." Someday I should record these calls for everyone to listen but then again that is against the laws so wont do it. :)
