I'm confused, they aren't charging for any official calculator app on the App Store afaik.

Which official calculator app is available via the App Store, for the iPad?

I'm still using "Digits" which I like very much, but I fear will die in iOS11 because it's still 32-bit.

So, I could use a good, very basic calculator app.

Excellent point. Old anecdotes might be fun, but neither are they verifiable nor do they explain why this inconsistency is still in place. Apple never struck me as a company that didn't have the courage to change its position when an error was discovered.
I think Apple has painted itself into a corner with its tablet offerings. They are too big to be a cellphone and too small to allow efficient content input like a laptop. I love my iPad Air but I only use it when traveling and maybe once a week to read an eBook. The first time I wanted to make a quick calculation five minutes before the close of stock market was when I discovered the lack of a calculator. I don't think they are supporting the product well.

If you can't do an always-on-top calculator window after all this time, that tells me the support is not there. They haven't looked at the keyboard code (i.e. the source code that draws the keyboard)? What about HTML-5?, browsers can do a window-on-window. I don't think Apple is confident enough the product line will flourish.
