I am pretty sure Apple would not want to ship a 650-700$ Mac Mini for the low-end.

I think that after tax, the low end Intel Mac mini is about $650.

Not to try to get Apple off the hook or anything, but it is easier to justify the higher price of the Mini now that that eMac (with it's faster 3.5" hard drive and Radeon 9600 Pro) is dead.
