Yep. The iPad Air 4 has A14/4GB. Same for iPhone 12/12 mini. I doubt they'll reduce RAM on A15.

As far as pricing goes, think of it this way:

base iPad ~= iPhone SE

iPad mini ~= iPhone 13 mini
iPad Air ~= iPhone 13

iPad Pro 11 ~= iPhone 13 Pro
iPad Pro 12.9 ~= iPhone 13 Pro Max

Display is better—326 PPI vs 264. Has an A15 chip. 12-MP wide rear-camera vs 8-MP. Uses USB-C. Has 5G instead of LTE. Bluetooth 5 vs 4.2. Dual-Band WiFi 6 (~40% faster than single-band). Works with Apple Pencil 2.

It is more premium than a base iPad in many ways.
