You need to be running macOS 10.14 with the latest version of iTunes + XCode BETA in order to update and restore iOS/iPadOS 13 BETA's. It's clearly stated in the release notes..
Otherwise you have to run macOS 10.15 BETA and do it using the Finder. Both works.
If you for some reason just have to have the old iTunes you could just connect a external hard-drive, take a Time Machine Backup. Update iTunes and install XCode BETA, or upgrade to macOS 10.15 BETA, do the restore of the iPad and just restore your Mac from the Time Machine Backup.
Complaining about unauthorised third-party tools not working, especially with BETA software is rather ridiculous.
I hate saying this, but despite all posts from other members, you are claiming a BETA iOS is worse than an offical release software. This is such a stunning display that I am speechless for all your complains here. Also, even if downgrade path exist, it is dangerous to keep jumping around between beta versions of a major release. I lost a whole year of my iMessage because of jumping back to iOS 8.4 during iOS 9 testing. Granted, I did not use this fancy 3utool to do it back then, but stock app’s data can be upgraded during the process, and trying to downgrade will damage those upgraded data, making them unusable.OS 12.3.1 is clearly better than all these 13 versions.

You are stuck because you installed an update meant for developers to test their apps. You obviously show a lack of knowledge in terms of how beta testing and beta builds work. Just cause they fixed no bugs from beta 2 and break more stuff in beta 3 doesn‘t mean these bugs will exist in the final build of iOS13. They‘re called betas for a reason, they push experimental things all the time and it can very well get worse even up to the final beta. The price you pay to be on the bleeding edge.Well, this is it. I was able God knows how to do a downgrade to beta 2. But this beta isn't being listed anymore for this software.
And iTunes says firmware incompatible even if I try to load the beta 2 IPSW.
So I'll wait for a new version and hope they fix this issue.
Then how about forgetting this beta 3 exists and start correcting all pending problems from beta 2 onwards?
It's taking too much time to fix an issue that if left unchecked will render the iPAD useless at least to me.

I made an encrypted backup on iTunes from my iPad on iOS 12, installed the iPadOS 13 on my IPP, played around with the software for a couple days, then reverted back to iOS 12 using my iTunes back up. You jump right into an major iOS early beta but you refuse to update iTunes and still want to use the old program.... Its just illogical to me and you just created your own problem. I was going to try using iOS 13 beta 2, however 3uTools now doesn't offer it as a firmware anymore. I am still trying to find a place where I can download it.
Windows world using iTunes is a bit trickier than on Mac OS X when installing a single support package would allow devices to be connected to iTunes even when iTunes itself is in older version. But, if he opens iTunes setup package using 7-zip, theoretically he can extract those msi files and install the one to update without installing a whole new version of iTunes. I am looking into it but yet to get the chance to try it out.I am wiling to bet, that MOST people in here, did NOT use 3utools to install it. Why would you use that to install the beta? Well, OP will just YOLO-install the beta for 14 and complain about that. He won't see the benefits of the most stable 13 release.10 weeks gets you 13.0 and we've never seen a . zero that didn't need a couple more updates .
I'm sure 13.3 will have all the bugs squashed! In a year.
