Why limit blocked contacts?

Up until the release of Tahoe you could block unwanted spam and callers, why did Apple put a limit to the number? I receive thousands of spam emails daily and it's annoying to have to delete or move them to the junk folder or they end up in the bulk folder. Is there a work around? TIA

You should be blocking them server-side, at your email provider, so Mail doesn't have to deal with them at all. Also, if you're getting that much spam, maybe it's time for a new email address?

kitKAC's right that provider-side is where you actually want to solve this at that volume. The Tahoe cap exists because the blocked list is a synced JSON that ships to every signed-in device — Apple capped it when sync perf got ugly for people with 5k+ entries on iPhone/iPad.
If it's an iCloud address, build server-side rules from icloud.com > Mail > gear icon > Preferences > Rules. Those aren't subject to the cap and they run before anything ever hits Mail.app. For non-iCloud, the rules live at your provider — Fastmail's are fast and per-folder, Gmail's filters are effectively unlimited, Proton has sieve if you're on paid.

Agree with others - local "Rules" are fine for a small number of filters. But anything of substance, belongs server-side. It's like running 220V 50A service to an outlet where you then transform it down to charge your iPhone. Possible? Sure. But it just doesn't make sense.

iCloud automatically transfers device rules to the server, so it’s not an issue. Only 3rd party emails need to worry about it.

I would actually change my email if that was me, even though it's a pain
I would start looking at preventing spam in the first place, using multiple emails, making them easy to change
Your address is clearly compromised.
I would look into using hide my email for as many sites as possible, then if something starts to get spam dump it straight away.
Prevention is better than cure.
