Yes, that is correct. But it's always better to keep up with OS updates. The Combo Updater can b applied any time, even for going from OS 10.15.4 to OS 10.15.5.

I have seen applying the combo update correct some issues that a person was having. I always use the combo update.

If I’m on 10.15.3 now and I want to update to 10.15.5, will the only option available be the combo update? or do I somehow run the risk of choosing the wrong update? Is it possible to update from 10.15.3 to 10.15.5 without the combo update?

If you have 10.15.3 now, and you want to go up to 10.15.4 now, your software update will only offer the update to 10.15.5, which for you would be the combo updater. If you (for some reason) want to only update to 10.15.4, from 10.15.3, then download the 10.15.4 updater (most call that an incremental update, and will only update 10.15.3 to 10.15.4) at support.apple.com/downloads - or this link to the download page - https://support.apple.com/kb/DL2036
Even that incremental updater is about 3GB.
Or, you can download the 10.15.4 combo updater, which will install and update any version from 10.15.0 to 10.15.4.

Something interesting about the Apple Support Downloads that I just noticed. When I go to the site and view it, it will show me the latest available updates like the June 1, 2020 10.15.5 Update, Supplemental and Combo. Now if I select macOS for Browse Downloads by Product, it changes to showing May 26, 2020 10.15.5 Update and Combo.
