the phone doesn't know your billing cycle, but verizon does. i have to clear my usage on the iphone to match my TMo counter on their site.
So user stupidity causes unnecessary panic then?

Yes. This is what I do. Wifi assist "on." Cellular data "off" for YouTube, Music, and other potentially data heavy apps. (I'm using a corporate-issued iPhone 6, and I only have a 2GB data quota.) Wifi assist helps when I'm in the car leaving my house. iOS 8 would try to hang onto the nigh-useless wifi signal sitting on the street in front of my house. iOS 9 is smarter about it. But I can't get in trouble watching YouTube, thinking that I'm on wifi, when I'm really not.Has anyone tried disabling cellular data for apps that can consume lots of data (App Store, YouTube, Skype, etc)?
How are you seeing that it is assisting you?
Assuming it has that much of an effect on it all and/or assuming there's an issue with it. That all remains to be seen it seems.this is going to be a disaster when people get next months bill. I guarantee this will be default to off in an update.

Is Wi-Fi Assist available when you upgrade an iPhone 4 or iPhone 5 to iOS9?
Could that also be potentially from anything else (perhaps even unexplained/unexpected) related to upgrading to iOS 9 or anything like that?Anecdotally, I noticed LTE data usage in excess of 1 gb per day with this feature on. ( I usually use 6-8gb per months of lte data) I also have started getting updates from people I know who are seeing reported data usage of 15-20 gb over their data caps... and it hasn't been a month yet...

Not seeing this in my 5S running 9.1 beta 2. Can anyone confirm its supported?
I'm on a 5S running 9.1 PB and yes, it is on by default and is located in the cellular settings "below" all of the apps listed in the cellular settings. So make sure you scroll all the way down to the bottom in the cellular settings screen.
My problem is that the wife our house is ok in some areas, and poor in other.
Your wife or wifi?Yeah. I know what you mean, mine isn't very good in the bedroom. :-/

That sucks! Mine is the best in the bedroom.
Get an extender. Should do the job. Or you could trade yours in for one with larger boosters. ;/I'm going to have to do some tweaking to get better performance.
wow..do people (overall, not just here) even know what the setting ACTUALLY does? lately every issue ranging from slight to "major" is an epidemic..
default it on, default it off, dont care, just hope they dont remove it, this is a lovely feature. iphone isnt like most other wifi devices that drop signal when its out of range, iphone will hang on a signal it cant use for a long time before giving up..
Maybe 100-200$ in data overage is not a big deal to you... But my kids will be very sad if they have to pay that.
