Regarding the RAM, if there's a base-line M4 Mac Mini with 32 GB of RAM, then I might opt for that instead of the M4 Pro version. It would still be a huge boost from my 2012 quad-core i7 Mac Mini AND my M1 MacBook Air. I'd save some money that way, too.
 
Ah yes, the annual upgrade. Apple puts itself in a conundrum. It makes such a great product that one doesn't need to upgrade for years. But in order to make more money Apple has to try to convince you to upgrade to the latest model.

Not everyone is on the same purchase cycle. Apple releases new Mac products every year so that when someone is looking to upgrade their current Mac or other computer (whether it be after two years or ten plus years), Apple is offering a competitive product for that time. Otherwise, they risk losing a customer.
 
i'm not from the us, but do you guys think all the hurricane disasters lately might postpone the m4 announcements? because it would make apple look bad to happily present new products, while others struggle to have a bed and a roof to sleep under?

No impact at all, the US is large and the hurricanes are just a regional issue. If anything, the upcoming national election on November 5th, might cause a reason to either accelerate or delay the announcement.
