OP:

The current generation Mini can't support 4k tv @60hz. Can't be kludged, either.

The next-generation Mini -will- have such support, but right now there's no indication of when it will be released -- probably not until late in the year (Oct./Nov.).

If you absolutely have-to-have a Mac with 4k tv support @60hz, get a retina MacBook Pro.
Doesn't the current generation of iMacs support it, as well?

If you want to be future proof (sorta), and movies is your thing, I'd suggest waiting for a device that can flawlessly play 4K HEVC videos, and has an HDMI 2.0a so you can have 4K60Hz 4-4-4 output.

That's what I'm waiting for anyways. But since it is something you need right now, I suggest you buy something cheap, second hand, until the real deal comes out, like a Mac Mini with Kaby Lake.
I was going to go with the MBPr but I found out that it only has hdmi 1.4 which doesn't support 60hz... There is however one dongle for that. But I'm kinda leaning back to getting Mac mini again and satisfieng using 30hz. Or a lower resolution. I'd also probably get an iPad. Both those are like the price of an MBPr anyways and I never have use for s computer anywhere except for home anyways. But it would be much nicer to surf on an iPad instead of iPhone.
