Photostream only uploads the pictures you've added/taken since you activated it.

iCloud backup backups all your photos if you've enabled it as described above, however you won't be able to view them on icloud.com.
Photo Stream is not a backup. It only holds a 1000 photos max. And only those photos less than 30 days old.

I'm just scared to turn the camera roll off in iCloud bc it says something about deleting pictures etc. Are people with big camera rolls turning iCloud backup off and backing up to iPhoto?
I would say iPhoto since Photo Stream isn't a backup mechanism. It's a transport mechanism.

I don't like what photo stream offers so I prefer not to use it

I publish photos on my iMac to Photostream so I can edit and build journals in iPhoto on my iPad. I then send the journal iCloud so my bro can see them in oz. pretty neat if you ask me :)
