The mini is EOL. Next year there will be a plus sized iPhone x. Apple has realized the minimal gain when products cannibalize each other. Look at how the iPad Pro and Mac operate side by side.

With mention the iPhone may gain pencil support in 2019, larger iPhone screens, shrinking iPads as face ID comes to the iPad, etc you can see bigger screens, slimmer profiles, and fewer models is the model they are shifting to. Even the iPhone has only 2 storage tiers.

I think it’s smart to shift this way and just increase the iPhone screen size. One less device to buy and adds functionality to what many of us already own.
 
A new iPad Mini will be introduced in the first quarter of 2018. The new Mini will have almost the same display area of the 9.7” iPad due to the reduced bezels, have 4GB ram, support Apple Pencil, come with the new A11X fusion chip with 120 Hz ProMotion true tone display and four speaker audio.

In your dreams of course.;)

Screen/device size preference is very personal, based on how one uses their phone or tablet. Not everyone uses them the same way. Not every device should be combined for everyone.

While you are right, Apple operates under what they think consumers need which is why they have had hits as often as they have. The selection will be there as you still want, it just will probably shift to a more iPhone X takes the place of the mini and bigger screens will be iPad pros. This is my guess of what’s coming. I could be wrong too.
