For that matter, Apple could default to having the iSight in the notebook, but have a BTO option to leave it out. That way, it still wouldn't neccessarily make it that much harder for Apple. Would still have the opening for it, but no camera. That still might not appease the government agencies though.
 
I am sure the extra cost per laptop is very small. I am sure the camra unit is probably cost in bulk $25.00 and the cost of implement it in the manufacturers process is rather small. Vs. Makeing a seporate iSite where first there is the electronics, then the the casing (a round metal tube). I have done work for companies that do a fair amount of mass producting of metal. Metal work like that isn't easy or cheap. A laptop is just some stamps with a press. The external iSights would take some extra work that add up their costs. So the best we will save on an MacBook or MacBook Pro is probably $40 a system.
 
I've never owned an isight, so I can't really comment with much expertise. However the extra screen space afforded by leaving it out might be convincing (as well as a lower cost).

Somehow I find myself wishing that the macbook had the same screen res as my old 15" PB (though the difference is pretty small).
