It’s some type of older mini; model number MF066LL/A. Has a lighting connector and currrntly on iOS 12.1. iCloud photos is on and reading list is probably on, but website data and all that is currently only at 17 mb.

Restoring from iTunes sounds like its worth a shot. No, I had not done that.

That would be an iPad mini 2. Not the iPad 2. mini 2 is capable of running iOS 12.1 and also the latest 12.4.1.

Ah... it's an iPad mini 2, good to know.
 
Restored using iTunes on the iMac. The storage was immediately at 4.8 with the vast majority of that as other. After literally doing nothing but trying to log onto here and go get a screen shot for you guys, it jumped up to this. Guess I’m not saying this is abnormal, just sharing. The only other thing running that I could live without on here is my iCloud mail. But we’ll see how it goes for a while with photos off.

Is your iPad downloading (or trying to download) the latest update file?
Is iCloud Photos disabled? How about Safari Reading List?

I am updated to 12.4.1. Photos is off anemia not sure about the reading list. Will have to find that.

On your iTunes restore and set up as new, make sure you don't enable iCloud Photos. With storage that small, that extra "Other" might be thumbnails that's being downloaded and just hasn't been categorized as Photos yet. Even with Optimized enabled, my on-device iCloud Photos was taking up 10% of the full library size.

Even if so, wouldn’t all that show up as photos instead of other?

When I first logged on, iPhoto was on. I went into settings to check it after set up and had to turn it off. I turned it off before it started downloading any.
