I talked to a dev rep, and she said to call if I won the scholarship additional to the paid ticket. And she said it would be very possible to get a refund.

Actually, before we look to boarding and lodging, let's see what Apple says in their next set of emails that they said they would send. I'm sure they will offer something in the way of logistics. According to http://developer.apple.com/wwdc/more, some hotels have select prices.

I wish they gave more info in the rejection email about what they liked or did not liked.

Do they resend a 2nd round of emails if somebody who gets it can't go?

I know what your talking about, it's just an acknowledgment email from Apple. I think that it's only given to lottery winners, not scholarship winners.
