iPad Pro 11 should get a mini-LED with its next revision in April 2022, then Air could get an OLED in October-November 2022, fitting Kuo’s timeline quite well.
You are very optimistic if you think they'll refresh the pro with M2 in 12 months... A12Z was a one-off, iPad pro is on a 18 months cycle...

The ipad air 4 is Apples mainstream premium mid range ipad, similar to the iphone 12 so they are sold in high volumes. I would not be surprised if the Air 5 gets OLED first, in the same way the Air 4 got the 5nm A14 before any other device. All this “Airs cannot get better tech than the Pros” is typical macrumours snobbery at its finest.

A14 is not better than A12X, the fact that it's 5nm it's just different timing.
The likely reasons of the different timing are that they wanted to wait at least a year before launching another pro, having some more supply of mini-led and also that they wanted to introduce the M1 in a laptop before putting it in the iPad...
The snobbery part of your comment doesn't deserve any more commenting....

I would say "okay" because it doesn't matter what other products offer, I pick the iPad Pro for the refresh rate and input latency, thats really it.

That said, I imagine the next "air" will have AMOLED, we already know Apple is becoming the largest consumer of AMOLED panels, finally besting Samsung, and price isn't a huge issue. Samsung has been putting AMOLED panels in tablets far cheaper than the Air for years now.

iPad Air don’t have the budget to install an OLED. If iPad Air has OLED, I’d pick iPad Pro instead cause iPad Pro will definitely has OLED.
- iPad Pro going from 1000 Nits custom made miniLED to 500 Nits, dirty screen, yellow tint Samsung/LG OLED
- Wait, what?
