Well, if someone comes in with 2050 iPhone, we can safely assume time travelling is normal in that time. We can also safely assume counties like China will also capable sending their own people back.

Second, one of rules of time traveling is not to interfering and not change history. This pretty much restrict what time traveller can do. So I don't think time traveller would share this device to any government agencies

Those "rules" of time traveling are nothing more than plot devices for stories though. There are no actual legal restrictions on time travel because at this time it only exists in SciFi and media.

I’d throw it in a river or something. Can you imagine what would happen to you if folks thought you were a time traveler??

Bold of you to assume by 2050 there will be regular (i)phones as we have now. Maybe wearables or something else will have taken their place.
