No it's not. Test versions of iOS are released well before the phones and I would expect XCode to also be updated to support the new screen sizes in its emulator. So even without having the actual device developers should be able to test that their software looks right on the new device. Barring any visual anomalies, if the app looks fine blown up slightly larger on the XS Max then that can be perfectly fine from the developer's point of view. They might have far more pressing issues in their pipeline to bother updating the app for a new phone model which is not used by majority of the users.

Both iOS and Android support various systems for rendering application layouts and some scale automatically while some require tweaking for phone models because they are more exacting about size.
Considering they have never done that pre release why would they do such a thing? Updating apps to fit screen isn’t a 5 minute job

Does anyone know when XCode supporting the larger size was released? Was it at WWDC or later than that?

Seriously? Apple didn’t scale native apps? What the actual ???
That’s 100% false, they scaled native apps. Developers need to re-compile with the iOS 12 SDK for proper visual layouts, and they only received hardware 3-4 days ago, so people here should chill

Ultimately things will be updated in the next month or two. The XR is a plus phone as well so Max optimizations will apply there as we’ll, and that releases in one month.

The Max uses sane pixel points as the plus. Why do we need updated version of apps.

Yeah but don't Apps need to be tweaked to fit inside the Max edges?

I'm curious...Do we have a comprehensive screenshot comparison of common Apps between the XS & MS Max?

Now that I have my Max it seems like all my apps are being displayed properly like they were on the X.

Nothing needs to be done to optimise UI elements as long as the apps use auto layout. If the apps use custom layout then only in some cases the developers need to fiddle around with things. But vast majority of the apps are developed with auto layout anyway.

Hope updates come soon, I hate using non optimized apps, whose that are look so much better and make the max absolutely worth it.

I played with the Max for a while yesterday (currently a happy X owner). Was really disappointed in the lack of landscape support. Not even all of Apple's apps like the AppStore and Home work in landscape. Pretty much forces it to be a Portrait only phone except for videos. The X is the perfect one handed device for me so having to give that up for a phone that doesn't really work in landscape isn't worth it.

Most of my apps are stretched out to fit the bigger screen size.
