Do you think it's a bug since my mom iPhone 6 does the same thing but my iPad Air 2 does not

Of course it's a bug. How many times to people have to tell you? What exactly would it take to get you to let go of the issue?

But diagnostic passes on apple chAt support page if it passed Apple Store won't do anything

That's because there's nothing wrong with your phone. Just swipe twice if you have to. The world will continue to turn.

No since apple installed it for me I don't to mess up anything
You went way past messing up things a long time ago. Come on people, he has to be joking around. Think about his answers. When asked if he has a screen protector, he answers in same sentence, no, Apple put one on before I left. So the answer should have been, yes I do have screen protector. It's all a nonsense game.

You can still use the widgets, you might just have to swipe twice sometimes.
There is a reason they have this guy's picture posted in back room of Apple Store. When Apple employees see him coming, they scatter.

On my iPad Air 2 Safari scrolling is jittery. It was smooth with the 10.1 beta. Not sure what the difference is.

Biggest issue for me is the ongoing Safari keyboard bug. Namely, when typing in Safari (and only Safari), the keyboard doesn't revert back to letters after typing punctuation and then a space.
