We are mystified by all the upvotes for PDF Expert, PDF Reader, or iAnnotate PDF. These apps are terrible. Here is an example.

Imagine that when you put your pencil onto a piece of paper that all it did was move it: it won't write.

Then imagine that in order to get your pencil to work you had to tap a specific place on the side of the paper.

Then imagine that once you activated your pencil, now every time you touched the paper your finger would leave a mark.

What's the point of having a pencil?

The design of these apps makes marking up documents less efficient than actual pen and paper. What does it make faster? Nothing as far as we can tell.

It would be great if app developers took a lesson from Steve Jobs on skeuomorphic design: fingers move the paper; pencils write.

What do you recommend?

I have 3 PDF Annotation Tools on my iPad at the moment.

GoodNotes
Gets used from me excessively and if you want handwritten notes on your PDF or create new notebooks to write in this is my favorite app. What's also really handy (and unique in this group of apps) your handwritten notes get searchable.

PDF Expert
Features all traditional tools you would expect from a PDF editing and viewing software (comparable to what you normally get on a PC) (filling out forms and signatures, placing "sticky notes" on a PDF, correcting text). All these features lead to a slightly more complicated interface and if you just want to use the handwriting tools everything need one or two clicks more.

I just added it a few days ago and it dose something unique. It has a workspace next to the PDF where you can leave your notes and then link them to the text and it can condense the view of your PDF, so that only sections you highlighted are visible but their inking engine is not on par with GoodNotes or PDF Expert. Handwritten Notes just do not look good in this app. (For me this
is a knockout criteria but handwriting is a new feature to the app so there is hope that they will improve it)
