The 13" is as close it's ever been to the 16" in performance. And the default 16GB is a pretty good boost too. And now you have external GPUs as an option. So the 13" is better than it's ever been.
For me the 13" is perfect since I value portability very highly. I'm always traveling on bike and the 13" Pro is just about as big as I would want to go. So the 13" is in a pretty sweet spot right now in terms of size/performance. Just a while ago getting a quad core in something this size was unheard of.
...but the 16" is still better. Especially in graphics. The portability aspect is a very individual thing though, so it's hard to say how much that'll be worth to you without using it yourself.
