Simply have patience.

It's normal for not every qualifying Mac, worldwide, to find all required files available – from whatever points in the content delivery network serve your network – at the same moment.

Here in the UK I chose the 'softwareupdate -l' approach once or twice followed by 'sudo softwareupate -i -a'.
Lol i've been doing this for years and this behavior has not occurred before. I actually sometimes wonder if they put my devices on a special server because i've never had problems with content delivery from Apple.

There's always a first time :)

For starters: I can't guess how many customers and developers are testing on-demand and/or automated optimised storage, but it's reasonable to assume that some parts of the reception/delivery networks (or related back ends) are recently, occasionally, hammered by uploads of data sets that are in excess of 5 GB.

Open a Terminal window, run the following one-line command:

date ; uptime ; sw_vers ; tail -n 21 /var/log/fsck_hfs.log ; time softwareupdate -l

Then please share the output from that command. It will tell readers things such as:
  • exactly how long since the start of the operating system
  • the build of the OS
  • a little about the file system(s)
  • how long is taken for an alternative approach to checking for updates that may be applicable to the OS.

I'm on the PB, is there a way to get on the developer update channel? It's not like I can download a profile like for iOS, right?

No you need a redeem code for the dev beta, or need a direct copy of the dev beta package which is available online just need to search

Laughing aside: seriously, using something other than the intended build can be problematic to Apple. Later I might dig out what was said in the early days (I tested when I was with AppleSeed, spanning periods before and after the first public beta use of Feedback Assistant)).
