Wifi only, I don't see the point in paying extra for the IPP when its not going to be in situations where WIFI isn't available, and even if a rare occasion where it does, I can only create a hotspot with my phone if its absolutely needed

You would change your mind I believe if you lived in Oz Mike. :D

My question is which model of iPad do you have and why?
For me it is the wifi+cellular model. The reason is that I take it with me in my daily commute and generally in every trip. I use prepaid cards for data. Oh, I forgot to say that this is a mini 4, the perfect travel companion.

How about in general ? For everyone !
One size does not fit all, and there's a reason why apple offers a number of choices in its configurations.

For some cellular iPads is a must have, for others its not. There's many permutations on what works, such as someone buying an iPad only for home use, a cellular iPad makes no sense for him.

I can only comment what works or doesn't work for me.

WiFi only for me personally. Tethering has gotten so easy to start up. After you do it the first time your phone will be listed in the WiFi menu from then on, even if hot spot isn't activated on your phone. The phone and the iPad take care of the handshaking on their own. Every time I do it my phone stays in my pocket the entire time.

Are you referring to the very old Grandfathered unlimited plan, or the unlimited plan that was recently changed into the Unlimited Choice and Plus versions.
I have the very original grandfathered plan, not the newer versions.
