Today I'm happy to announce that Consilium 2.0 is coming soon as a free update to the original theme. I've spent a lot of time on this update to ensure that users will have the best experience with the theme, and as a result many great improvements have been made:
- Every icon has been re-rendered, and some redesigned, using an updated visual style. Icons are much more vibrant, while sustaining their simplicity and purity, and the new translucency effects let colours seep through further into the glyphs.
- An extensive list of supported app icons is now included with the theme. View the list by opening the Settings app, scrolling down to Consilium and opening the menu.
- Three brand new wallpapers, designed specifically for Consilium, have been added in the Wallpaper section of the Settings app.
- Every icon system-wide is now themed, including in Siri, Settings, Spotlight and even the Game Center popup.
- Support for iPad retina devices has been added, on top of existing support for iPhone models up to the iPhone 6.
- Support for iOS 8 has been added, while maintaining iOS 7 compatibility.
The beta includes a stripped-back version of the full theme; not only in order to prevent it from leaking early, but because the full theme isn't close to being ready yet. As a result, the beta includes all the Apple icons along with Cydia, WinterBoard, Pangu and iFile. Also included is the Preference menu in Settings as well as iPad retina support. Please note that on iOS 8 Newsstand can't yet be themed, and Clock requires IconBundles to be installed. I recommend that on iPhone you use this in conjunction with the v1.4 theme. The preference bundle in Settings may get partially overwritten by the beta version, though I haven't tested it yet.

Any instructions on how to install since it's not in a repo?
Download the .deb file above. Then save it to your device somewhere, and open the file using iFile and select Installer. If it fails to install, close Cydia and try again.
Will you be adding all the icons that you made for third party apps from the previous version to the current iOS 8 version?
Yes! The full version won't be out for a while yet though; I released the beta early so that you guys had at least something working on iOS 8.
EDIT: Oh, and make sure in WinterBoard you use the drag handles to position the beta version at the top. That will prioritise the beta icons over the 1.4 icons.

That'll be down to the Settings bundle. I can't rename the files because otherwise the menu won't work. The only solution would be to rewrite the files for the Settings menu, but I wouldn't know how to do that seeing as I didn't write them to begin with.
It won't be a problem when it's released anyway as it's an update to the existing theme, so everything from the old version gets removed with the install of the new version.
You could try Atmosphere. It's also included with v1.4 in Settings > Wallpaper, though I'm not sure it will show on an iPhone 6.

I'm receiving the following error in Cydia and I'm also unable to view my installed packages due to this:
"The package com.cobbyco.consiliumbeta needs to be reinstalled, but I can't find an archive for it."
How do I resolve this?

Got it, I had to re-install it for the 2nd/3rd time and this has been resolved. Disregard!

Glad to hear you've got it working properly! Chances are it was just a bad install, so reinstalling overwrites the corrupted files causing issues.
