If you are saying you tried to re-install Cydia, that will not be successful.

So i should restore and downgrade baseband??

I tried TU and redsn0w to fix recovery but.... and btw i created 4.1 custom FW using pwnage tool and it also dont support.

when i connect it to tu it shows everything and looks like a normal except recovery. How do identify the exact problem? Why cant i restore?? not even for the latest FW.

From the iphonewiki

Error 9
Due to asr being patched, the SHA signature is automatically changed and after being resigned the kernel will refuse to use it. Therefore proper kernel patches are required. If necessary kernel patches are not applied, it will fail to load asr and error 9 would occur during restore.
Rebooting your Mac or PC may resolve this issue.

Error 28
Hardware error. Return your device to Apple if possible. The problem is a bad dock connector on the iPhone. Must change the connector.
If you have tried almost everything, reset the logic board (leave uncharged for five days or remove battery for half an hour), then pwn and restore. If this doesn't work, the memory of your device is damaged.

I tried 10-20 times restarting my mac but still shows error 9 first time it almost completed but at the end in verification, shows error 1015.

Hi guys..I'm kinda new here. And I've been stalking this thread for almost 2 hours already XD

And basically I tried to downgrade my Iphone3GS which I have accidentally upgraded to IOS 6.1.2 using the following steps:
1)Put my device to PWNED DFU MODE. (redsn0w 9.15b3)
2)Uploaded my SHSH in Cydia Servers.
3)Edited my host file to point to cydia which is..
74.208.151.171 gs.apple.com

4)Opened up iTunes and shift-clicked on restore
5)I chose an IOS 4.1 which I downloaded from here.

6)Then it started up the restoration process..
I thought it will go all the way since it went up to only around 1/4 was left from the loading bar...and then suddenly it prompted an error code: 1015

Can you guys help me? Did I do something wrong? What could have possibly gone wrong? Thanks in advance guys..

You dont need saved shsh for 4.1. So you can try to restore it normally. If its in normal mode. Or even if it is in activation mode, try normally.

@ahdhulla
Uhm actually I tried restoring normally...
but to confirm this is what I did for the normal restore...

I used the shift-click on Restore and chose the 4.1.
normal state = just plugged in right? no DFU mode or recovery mode right?

anyway..
after a while..it prompts an error...i think it was error code 20 or error code 3194.

edit, your hosts file, and remove
#74.208.151.171 gs.apple.com
that will do ...

i have a related question hopefully an expert can give me help

I'm also on 3GS 6.1.2 on BB 05.16.05. I now want to get to BB 6.15.00 in order to downgrade to 05.13.06 and unlock.

do i need to restore to 4.3.3 first, and then use redsn0w 0.9.14 to "install 6.15.00 BB", and then downgrade? can i restore to 5.1.1 instead? thanks for the help.

What you can try is this:

Use redsn0w, it has not been updated for 6.1.2 so it needs to point to 6.0
Download 6.0 IPSW
Go to Extras/Select IPSW and select the 6.0 IPSW

Now go to Jailbreak and select Install iPad Baseaband and continue

If it doesn't work you don't need to donwgrade to 4.3.3
It will work on 5.1.1 just fine.

Sometimes it takes multiple tries.
