The reason for that is fusion drive.
I have an M395 / 512 SSD model. I also tested it on a M395 / 2tb fusion model.
The 2tb fusion model lagged tremendously and it was a disgrace.
The lag in the flash model is barely noticeable / it doesn't lag.
Since all other aspects of the machines are the same, it would have to be the fusion drive.
Please bear in mind that the slight lag we are getting is nowhere near the lag on the 2tb fusion model. I realize that with pure flash we have slight lag.

I am intrigued that you are experiencing lag on your machine in this instance.
I am not on Sierra, I am still using El Capitan.
It's possible that could be what is causing it for you.
Again, if mine does lag, it is barely noticeable, and after a few more tests many don't lag at all. The animation is completely smooth (very nice by the way). interesting.
I'm glad this was brought up because this is one of the more clear distinctions between fusion vs flash that I have seen. It was truly painful trying to do this on the fusion model. And I think the fusion model is a great machine. But with album view it just doesn't work properly.

The artwork image has already been read from disk by the time you click it. The iTunes album lag seems like a software issue, not hardware.
Edit: Seriously choppy on a 12" rMB too. But then again, most things are.

There are no hardware issues, everything runs super smooth on Windows so it's either a MacOS problem or video driver.I have also lags with my iMac Late 2015 (4 GHz, 256 GB SSD, M395, 16 GB, Sierra 10.12.3). I have lags in the following situations:
- Scrolling in Safari (light lags)
- bigger Tables in Numbers (harder lags)
- Scrolling the Lightroom CC Library (hard lags)
Sierra is the default OS at my iMac so i can't test if I get a smoother handling with El Capitan. The hardware was testet by an ASP. They found no hardware issues.
