Sorry I've been offline for a while. ;) Since I posted this downgrade tool a while back, now the baseband issue got solved and is fully working + the downgrade became even more easy to perform! For those of you who are still looking to downgrade their 4S to iOS 6.1.3: now do so by follow the easy Odysseus OTA video tutorial made on YouTube (link below).
And yes you don't need to actually have the SHSH-blobs saved before, because this tool extracts 6.1.3 OTA blobs from the device itself during the process, which are supposed to still be there at the time of the downgrade. At least give it a try, the speed is amazing!
Only thing you need: this tool, the iOS 6.1.3 firmware you can download, a jailbroken iPhone 4S (or iPad 2 it seems, but didn't try that) of course and the tweak OpenSSH. Have fun!

This (Odysseus) works only if you're on a Mac or Linux based OS. The method outline in the reddit post works on Windows PCs and Macs running Parallels.
 
This is a great tool for those who wish to downgrade their iPhones.

Hopefully, once a JB is discovered for 8.4.1, this downgrade will still work!
 
This new trick works in part due to Apple still signing ios6 for the 4s and the ipad2.

Downgrading should only be done for people that don't need an unofficial unlock or else you risk a brick. Op your phone is old now so try to get it officially unlocked or use a website to unlock it.

According to the reddit link I provided, as long as Apple continues to sign 6.1.3, it does not matter what version of iOS 9 that you're running. Who knows? Apple might release a GM of 9.1 and as long as they're still signing 6.1.3, it will work. In my opinion, iOS 8.x and 9.x should never have been released for the 4S. Yes, those will install on the 4S, but you might as well be carrying a dumb phone due to the lag on the processor.
 
Just update to 9 and downgrade.

Now its stuck in a recovery mode

So I tried to redo the whole process and the baseband got rejected! as a result I'm "on" iOS 6 but stuck in a recovery loop and can't exit it! I've tried redsnow but alas didn't work.

Not sure what to do now, other than completely re-do the entire process yet again. Even then, the Odysseus OTA worked fine as did the restore until the baseband got rejected.

It should still work as people have been finding success with it online, but alas I have not (iOS 9.0.2 jailbroken)

Keep getting stuck at the end with the Baseband error. Never used to happen before.

Not sure what it is, been at it for a few hours now
 
So if I downgraded everything work well?
What version should I downgrade?

Still not working for me due to baseband issue. By all accounts, it should work

One thing I have not tried yet, is doing a DFU restore on the 4s

I'll try that tonight and report back

Baseband on iOS 9.0.2 is "6.0.00"

Didn't work. I still receive the baseband issue. I redownloaded and redid everything.

I jailbreak the phone on Windows and downgrade via Odysseus on Mac using Mavericks. This has worked for me before in the past.

According to others anecdotal experiences, it should still be possible on iOS 9.0 - 9.0.2

I cant seem to find anyone else who had a similar issue and found resolution for it. It's right at the last step, right before the downgrade is complete.

Instead my phone ends up in a recovery loop on iOS 6 that neither redsnow nor tiny umbrella can boot out of.

Hm. Anyone have any ideas?

I'm gonna try this on windows, hopefully it works. worked on mac in the past - i did on 2 different 4s's
 
Possible update:

Seems like its an iOS 9 downgrading issue. Turns out many people aren't having success downgrading iOS 9 to 6.1.3 on Mac due to the baseband change

That said, tihmstar just released OdysseusOTA 2 which lets one downgrade a 32 bit device back to ios 8.4.1 (which doesn't currently have a jailbreak) but if it gets one, it should also revert the baseband back down to a number that can be downgraded

Hopefully that 8.4.1 jb comes out!
 
I can confirm downgrade (finally) worked on iOS 9.0.2 jb, but for me at least only with Pangu9 ver 1.1

1.0 and 1.0.1 didn't work for me, and I tried multiple times. Kept getting a baseband error even though I used bbupdate properly
 
Why iOS 7?!!!

The iPhone 5 came with iOS 6. Why would you stop at 7?!
It's like saying "Why run Leopard on your PPC Mac when you can run Tiger and get better performance?" :)

Newer app support and UI design are the main reasons to go to iOS 7 instead of 6. Many apps have already dropped support for iOS 6.
