Those look like ballistic tip bullets. Err, excuse me..."plastic tip bullets", since Ballistic Tip is technically a trademark. Check out the Wikipedia explanation here.
After blowing up the pic to get a better look, I think you are right. I just looked at the small pic, and it looked like plastic ballistic tips at first. But you are right, those are painted.

...and here are two of my Russians: on top, 1944 M-38 carbine in 7.62x54R, and 1945 M-44 carbine in the same caliber.
I don't shoot very often, but I use all surplus ammunition when I go out. It can be an expensive hobby; I haven't been collecting for a couple years as I am now a poor graduate student.
I too have a Mosin-Nagant 1942. Love how cheap it is to fire.
I want to some day own a Sig Sauer p229 or something.

Only one I've got a picture of at the moment..14.5" barrel legally registered with the BATFE as a short barreled rifle on a Form 1, and the silencer is also legally registered and acquired through a Form 4.

Remington 700 ADL in .270 Win, Ruger 10/22, S&W M&P 40 with an extended 9mm conversion barrel for use with my SilencerCo Osprey 9mm silencer, Springfield XD 9mm with barrel extended & threaded for the same, Kimber TLE-II 1911, Knight's Armament SR-15 IWS E3, Winchester 1100 12gauge, Granddad's old .308 lever action, an old Remington 7400 in 30-06, and a couple antiques that just collect dust..

Check out the stainless versions of the Sig P220 and P226. They're heavier than the standard versions, but I agree - I love the way they look.
