It seems to be related to percentage of wins and overall points in the online game.

I tried to search, but couldn't come up with the exact algorithm, though I saw there's a contest now to create a new/improved ranking system.

To explain the ranks - here's the current requirement levels :

The first column is the rank, the second is points required, the third is percentage wins required:

(10,20000,90),
(9, 15000,80),
(8, 10000,70),
(7, 7500,60),
(6, 7500,50),
(5, 5000,40),
(4, 2500,30),
(3, 1000,20),
(2, 1, 0),
