Apples whole take on AI is that it is done on device for privacy. Your data stays on device. That's what differentiates them. They have a Cloud version that has privacy built in(and can be verified by third parties), but that requires Apple's servers and money to run, for much bigger requests and wouldn't makes sense for something so simple that could be built on device that has the processing power to run locally.
All the messages and photos are in the cloud anyway. Doesn’t make sense.

It does make sense, it's in the cloud only if you choose to put them in the cloud. And they aren't processed in the cloud. Just stored and encrypted in the cloud. Other AI services will take your photos process them, store them, and train new models off of them.

I’m not sure, as I haven’t seen it referenced anywhere. I just updated to 18.2 beta 2 and still don’t see it at all. Is it elsewhere?
It’s not straightforward if so.

Edit: I found it in Notes and Mail, but not in Messages. Weird.
Not sure if you've already figured this out. The same thing happened to me and I fixed it by going to Settings>General>Keyboard and making sure the Stickers toggle at the bottom was turned on. Mine was off and the Genmoji prompt then showed up in Messages afterward.
