If you use iCloud foto library and have chosen to keep original try to change that to optimize storage and start a iCloud backup after you can change the setting back.
My backups went from ~10gb to ~1gb on both my iPhone and iPad, my fotos is about 8gb so I think iCloud include fotos in the backup even though it's says it doesn't
 
I have this problem too. So if I upgrade back up to iOS 9PB 5 could my phone "see" the old iOS backup and I would be able to delete it to get my space back? Or am I just out of luck till Apple fixes it?
 
This post on the Apple Dev Forums seems to be hit or miss for fixing the issue for some people. I myself still have giant backups that won't go away but some people are commenting that this worked for them.
I'm stuck here after doing that:

I called Apple about this issue. They told me that it was a known issue with iCloud backups, and they said that once iOS 9 is released to the public, support personnel will be able to resolve the problem.

Until then, we have to deal with it.

Thanks for letting everyone know! That sucks!! That just wrong IMO. Letting public beta testers suffer iCloud issues.

I agree! I explained that I couldn't back up my iPad and can't receive emails on my iCloud account if I run out of space.

The agent said I can buy more storage if I'd like. -__-

I'm pretty disappointed with their solution, especially since it's a public beta!

I did that in July. Now my storage is full again.
If this problem does not get fixed with the public release I will need to upgrade to the 4.99€ Plan (200GB).

This is wrong. I'm missing 5GB of space !!

Just manually backup to iTunes, oh look I fixed it.

My rMBP has a 256GB SSD and I have about ~70GB free.
No movies. No Virtual Machines. Just Photos & Files.
If I back up my 6 Plus and Air 2 I will have about ~45GB free.

Why don't you put your photos on an external drive?
 
GOOD NEWS. iCloud backup is working better for me.

My iPad, which caused all of the iCloud storage and backup issues to begin with, is now able to backup. The storage count is also accurate (with these backups- I haven't tried deleting them yet).

That worked I was able to delete the phantom backup after following the steps. However I still can't back up as the iOS 9 backup for some reason is a lot bigger than iOS 8 backup.
 
Phantom backups have all been deleted as of today.

However, new backups can't be initiated from iOS 9 and they probably won't work until after installing the GM.

I can confirm that Phantom Backups are now gone :-D. Yayy!!!
 
I still have one phantom backup left on my account. It's only 75MB so not that big of a deal. But I also cannot create new backups.
 
Found a fix that worked for me. I'm on the standard 5GB option, so may differ for others. Had installed iOS 9.1 beta on iPad Air 2 which tried to do a back up but failed due to not having enough memory.

Disable back up on device, re-enable and try to do a back up, get told you don't have enough space or let it do it's back up. delete back up and it should then give you back all the data that was missing. Went from having 59.8MB remaining back to 2.81GB remaining.

Things have been fixed since the gm pre release
