I have a similar problem now on the public release. I deleted all my backups and I had 5GB iCloud storage free. On my iPhone I have Photos & Videos and WhatsApp disabled for the backup. My largest app to backup is 8.2MB but still somehow my backup always gets to around 1.4GB.

If your backup is still large after this, it's because you have SMS attachments that take up the space. Delete some messages, and if that doesn't make the backup smaller after deleting the backup and making a new one, go to Settings > Messages > Keep Messages and set that to 30 days so it clears out many old attachments. That will make the backup much smaller.

I don't use messages and I don't use email so I really don't understand what other system app could cause such a large backup size.
