That being said, I find iOS 13 noticeably snappier than 12. And I have encountered none of the bugs mentioned above. My Music app is working perfectly (and I do use it daily), my Safari works exactly as it did in iOS 12 - I never had to restart it, Keychain seems to work fine as far as I can see...
I'm sure all of these bugs are real, but they don't seem to affect everyone. I suspect that most of them are triggered by specific configurations, or by third party apps which happen to be or not to be running, etc.
I do experience one annoying bug, namely the Messages app not defaulting to SMS when an iMessage can't be sent. This is real, 100% reproducible. I've tested it on three different iPhones. But it's not enough to make me regret having upgraded.
