the first good news related to this issue!So, some good news. I just heard back from the Apple support tech who I have been working with. He informed me that Apple engineering is aware of this issue, and they are working on a fix. No ETA was provided, but I'm glad that it at least reached their desks.
This is the bit I don’t get, surely some of the thousands of people who probably work in Apple engineering alone use this feature and know it’s not working correctly.Good gravy, you'd think they actually use their own systems and would have figured this out long before now.
Have you tried the 14.3 RC released today ?Same issue for me with Big Sur and iOS 14, all latest updates. iCloud tabs sync intermittently, and not between all devices. Ditto with Safari history. Nuts!

So when you remove safari from iCloud the only data it has to leave behind are bookmarks and reading lists.So ah, I think iCloud tabs is going away. Here is why I suggest this may be the case....
Apart from the fact, it is all screwed up. Go to your iCloud options on Big Sur for example, uncheck Safari. When you go to recheck it, the dialog box is different I think. (going from memory so don't developer nerd crucify me if I am wrong...I am old and I drink sometimes...). Based on what I've read recently, the difference is that iCloud Tabs and Safari History are E2E encrypted, but Bookmarks and Reading List are not. I don't know that that's why bookmark sync isn't broken since history sync seems to be working, but that's the distinction between how Safari/iCloud handles those types of lists.This does not seem to be true.
for if we log out from iCloud ID on all Apple devices, then your claim will imply complete decimation of all tabs without any ability of restoration On any device in future. But the contrary actually happens- even if we logout of all Apple devices from Apple ID, and then login after a few days, it used to restore all icloud tabs. although currently nothing is working.

you can temporarily use reading list (reading glasses - (+). ) to save your important www. Then pick up in other Apple device.I just bought a brand new m1 macbook air and icloud tabs is completely broken. This is absolutely ridiculous. I will have go back to using chrome if this keep ups. Its very odd the icloud tab isnt even on safari by default you have to add the icon. This feature can not be deprecated its a very useful feature id think for a lot of people.
