I believe the consensus here from a while back was that even if "more than 10" reported it, Apple would just close out the report as "not enough information to diagnose" or something similar.I hope everyone's submitted Feedback to Apple for this. All three of mine are still listed as "Less than 10 people" for having reported it.

I think the best way to get their attention is to actually call support and speak to tier 2 support. It is definitely fully fixed now - no remaining issues. Unfortunately, I have no idea what allowed me to get it back into this state.The tabs kept reappearing and so I finally gave in turned off iCloud on the iMac. Once that process completed, I was able to close the tabs; they have not reappeared since I deactivated iCloud on the iMac. Everything appears to be working perfectly now. I have a feeling that, if I had signed out of iCloud prior to whatever changed yesterday night, it would not have fixed the issue.

They will still dismiss it by way of collecting logs, telling to have sent to higher level engineers, and then asking you to wait indefinitely (they cannot provide a definite time frame).
Not providing a reasonable time frame is akin to not solving it at all.

but the time we spend with on Apple support are low level support technicians whose time is hardly anything of value in comparison to the core engineers.

I got so excited to try this, but alas it didn't work for the "phantom" MacBook tabs still listed on my iPhone; I tried opening them on my MacBook, leaving them open a bit, then closing them. Still on my iPhone.For tabs that can’t be closed, I found that actually opening that site on the device it shows as being open on and then closing the site will get rid of it. That only works if you still have the device thought. I’ve only ever had that happen to me once since things started working.

I also got excited when I discovered a swipe-left reveals a "Close" option. I tried that a on a few, and literally watched them repopulate on the list.
Sadly still no joy for me. No tabs showing on 2 Macs and 2 iOS devices. I wonder if there slowly fixing servers in various locations? Glad it is working for you though!iCloud tabs have been working for whole 2 days for now, both on macOS and iOS, fingers crossed it’s finally fixed 🤞
I'm game to try that! Does it require lots of re-setting-up on the Mac?I had an issue with iCloud tabs showing on my iPhone for my iMac that weren't' actually on my iMac. Whenever I closed them on my iPhone, they would re-appear.
Fix: signout of iCloud on my iMac and remove iMac from my iCloud account, then add it back.
