I updated my files feedback with Apple, FB9079110, to include a video of me closing the cloud tabs and then reappearing over and over. Was going to try posting it here so people can see but the video is too large. Good thing it’s not too large for the Feedback app.
 
The release notes for the iOS/iPadOS 14.5 RC include this note:
  • iCloud Tabs may not appear in Safari
So, maybe that update will help.

I'm having problems between just macs as well. Unfortunately this is not listed in Mac Safari release notes.
 
Possibly the issue lies in iOS and not macOS and there’s no need to make changes to macOS.
no. if I turn off icloud on my iphone, the syncing issue still exists for my macs, so it’s definitely not just ios related.

did anyone have success with reaching out to apple or sending feedback to them? for those who don’t have the issue anymore: did it just start working by itself or were either you or apple working to solve it?
 
No, for me, the issue is ONLY with macOS showing incorrectly. iOS and iPadOS are both showing accurately for me.
Software patches will apply to what is CAUSING the problem, not what is just showing a problem, if that makes sense. MacOS may be showing incorrectly because of a software glitch caused by an iOS device connected to the same icloud account your Macs are using. That said, it may be there is an update to macOS, too, but that it simply isn't listed in the notes.

I did post it via Feedback but did no work with support to address it. Then it suddenly started working—and there was a flurry of similar posts, here I think.
 
FWIW, Handoff rarely works for me if at all. In fact, I don’t remember the last time Handoff has worked for Safari. Works fine for other apps like Messages and Mail. It’s just Safari. And to correct myself from above, I can see any open taps between my iPhone and iPad just fine. Somethings open on my iPhone, there it is on my iPad, and back again. Both my iPhone and iPad, though, are showing a specific page open on my MBP which is not open. My MBP is showing multiple tabs open on both my iPhone and iPad that aren’t open. I can close them out in macOS’ Safari and they repopulate sometimes immediately and sometimes after what seems like a few minutes. So, iPhone and iPad ARE working for each other, but not macOS. And macOS is just showing everything wrong.
 
I've been having this issue for a few weeks/months now... iPhone is showing opened tabs that I closed a long time ago on my Mac mini and MacBook Air...
my Macs are ok between them... and also are showing opened tabs from iPhone properly... but iPhone is completely messed up.
I already tried to disable/enable safari iCloud sync on all devices... same problem.

I've filed feedback for this 3 times, and each entry says "less than 10 people" reported this issue, and that their investigation is complete without finding any answers/solutions. Considering the reports from people here, seems like there's more than 10, not less.. People have to let Apple know or they'll just assume it's a fringe issue.

The iCloud tabs haven’t been working for me since early november. They’d sync very late or show closed tabs. Or disappear completely. Tried restoring as a new device and countless of other things.

2 weeks ago Apple customer service guided me on fixing this issue and ever since the iCloud tabs don’t show up at all.

Updated to the latest RC and it unfortunately hasn’t fixed it for me. :(

I got excited this morning when I noticed Safari on my iPhone AND iPad were showing accurate open tabs on each other, and also showing zero open tabs on my Mac. For quite a while now (maybe 2 months?), my MBP has been listed on both iDevices as having one specific page open. Well, I went to my Mac and opened Safari and it’s still showing all of the same open tabs from that same 2 month or so time period. I look back at my iPhone and it’s now showing that 2 month old tab as being open on my Mac, which it is not.

if only Apple allowed Chrome or Firefox to use their own engine on iOS instead of building on top of Safari. The reading list works great still, but I’m basically using that in lieu of Handoff. I’m finding less reasons to use Safari. Edge works great, but I use that for work only. Same with Firefox. I’m stuck.

And my initial finding this morning leads me to believe the issue lies solely with macOS.
 
I got an email from support a month ago promising to check up on the status of the issue. Haven't heard anything back in the meantime. I think they underestimate my persistence.
 
I see the release note in the 14.5 I was overly excited.

And after updated iPhone, iPad, Apple Watch, Mac to the latest version yesterday.
iPhone Safari still does not display the iCloud tab at all
And my iPad Pro and Mac safari both display out-of-sync iCloud tabs and even displaying the iCloud tabs from the devices I no longer have, like my old iPhone and stuffs..This is getting really frustrating.
 
I think my issues might be resolved, here's all I did:
I first unpaired my Apple Watch to create a Backup, then I backed up my iPhone 12 Pro to iCloud. Once that was done, I did an Erase/Restore from said backup. I didn't touch my Mac or my iPad. After everything on my iPhone was finished restoring I went to Safari and lo & behold, ALL of those many many tabs that my Mac were showing as open on my iPhone were now actually THERE on my iPhone! So I closed them. Looks like my iPad is now showing what pages are accurately open on my Mac, too, but my iPad is STILL showing an old tab on my now correct iPhone. I'm sure this could get more confusing! So I'm happy lol.. I just need to restore my iPad now. Maybe tomorrow..
