The old one did tip, but the new one is worse, at least in 13” format. It’s usually not a major usability issue though.
If the surface it’s on isn’t already tilted away from you it won’t tip over without more pressure applied to the top of the screen than I’d normally apply. It’s just much less tolerant when the surface isn’t at least level or if you do give it a strong poke.
Does mean I often have to cross my legs to use it on my lap though, unless the chair is short enough my knees are above my hips anyway.
