It's for that and plenty of other good reasons that people are deservedly expecting a redesign. In the unlikely scenario that won't come to pass this year...the GPU is becoming ancient, even by Apple's standards. They can't afford to let that go on for another year, so a GPU refresh is the bare minimum for 2020Well we might not see a 2020 refresh if Intel either fumbles Comet Lake-S or they're so hot they can't effectively be used in the iMac chassis as the TDP's for the K models that Apple uses are significantly higher than the current models.
And if we're honest, outside of the new panel in the 5K iMac in 2015, every iMac release since the 2012 redesign have effectively been CPU and GPU updates.
