I'm not saying you're wrong but when I ordered, I was told no returns on custom units.
Assuming it's Apple you ordered from, you can definitely return any Mac, CTO or not. That's why the refurbished store has so many CTO options available (how else would they get there).

Yes Apple business team. Thought it was odd at the time but not concerned as I had/have no plans on returning. Is there any chance with the iMac Pro they have changed their policy on this?

Ah - well it is possible the business team have their own policies. But if you order a CTO model from apple.com as a normal customer, the standard return policy applies.

Note, assuming you get a standard receipt from the business team, it will say on there if an item is not eligible to be returned. At present the only items I have seen say that are gift cards and those 5p carrier bags you get in store. ;)

Those T&Cs are more than 10 years old - the phone number isn't even correct. :p More up-to-date policies can be found here: https://www.apple.com/uk/legal/sales-support/

The confusion stems from the wording "custom-configured products", which are excluded in Apple's policy. The thing is that CTO Macs are not "custom-configured products" by Apple's definition: only things like iPads or iPods with a personalised engraving are.

Have a look at the MacBook Pro forum. You'll find lots of people, myself included, who have returned a CTO Mac. :)

It is confusing. Though I've not dealt with the business team myself so I'm not sure if they have some separate rules or something, but it would surprise me if they did.
 
My CTO system shipped from B&H yesterday but has made zero progress thanks to the storm along the east coast. Classic timing.
