Those T&Cs are more than 10 years old - the phone number isn't even correct.

Apple's policy is returns are accepted for any reason (or no reason!) provided you request the return within 14 days of receiving the item.
The confusion stems from the wording "custom-configured products", which are excluded in Apple's policy. The thing is that CTO Macs are not "custom-configured products" by Apple's definition: only things like iPads or iPods with a personalised engraving are.
Have a look at the MacBook Pro forum. You'll find lots of people, myself included, who have returned a CTO Mac.
