Assuming support for those devices is actually being dropped. Someone mentioned that those devices are getting the new beta too already.

I can confirm that you can update 32 bit devices via iTunes, I successfully updated my iPad 4 :)
So 10.3.2 beta 1 full installers for various 32-bit devices are available through the developer portal?

OpenVPN seemed to have stopped working in this beta for me. Even tried reinstalling but the issue persists.
Anyone else with the same issue?

They are not and it is impossible to update via iTunes without them as iTunes has no beta profiles. There is no support (in this beta) for 32 bit devices of any kind.

I'm in the public beta program. I deleted my Beta Profile and downloaded 10.3 yesterday and then reinstalled the Beta Profile. When I now check for updates I see IOS 10.3 Public Beta 7 (1.83 GB for Iphone 6). Isn't that what I am running after I installed the official release yesterday? Maybe the Public Beta has yet not been released?

Is this new in the activity app? If not, what is it supposed to show? It shows all 0%.

Only Developer Beta released today. PB maybe tomorrow or when B2 drops.

VPN support seems to be broken. Can't get it to connect on either my iPhone 7 Plus or 9.7" iPad Pro. Reinstalling the configuration didn't do the trick either.

Has anyone been able to connect to a VPN on this beta?

Is anyone else experiencing issues with wifi on the iPhone SE?

Thinking about updating mine to 10.3.2 but the wikipost mentions wifi issues on the SE. Just wondering if that is widespread.

I can only get L2TP and IPSec working. All the other protocols are not working with this beta.

So then do I need to download IOS 10.3 Public Beta 7 (identical to the official release which I am currently running, as I understand it) before the real Public Beta will show once it is released?

Nope. Just install the public profile and you're all set once it's available. No need to reload beta 7 but I saw that people are still being prompted for beta 7.
I personally would just wait for The PB to drop and then reinstall the profile. You'll know when it drops from the blogs and here.

OpenVPN doesn't seem to work but could still connect from within the PIA app.
