Is the modem firmware on iPhone 7 rolled back to 1.03.21 (from 1.03.50 on beta 5), or is it a typo?

Just updated to release build. My modem firmware on an Intel iPhone 7 (T-Mobile) is still 1.03.50 .. same as Beta 5

Regarding carrier version. Yesterday on my iPhone 6S+ I received notification of a carrier update (AT&T), so I said ok and it is updated to 28.4. Can anyone else confirm? Curious if this update reverts to 28.3 or leaves it at 28.4.
