There will be no GM version for iOS 11.2.5. There weren't any GM version for point releases of iOS 10 or 9. If you're talking about the long build number which has '5' to indicate this version is built with the extra analyzing and logging tools enabled.

This build has build number 15D5059a (Debug version). They will release same version with logging tools disabled (Release version) with build version 15D59. All code will be same as today's beta in the final release, they will just switch off the debug tools by editing the property files like:

DEBUG_BUILD = TRUE (15D5059a / iOS 11.2.5 beta 6)
DEBUG_BUILD = FALSE (15D59 / iOS 11.2.5 release)

If they want to hide some features that will debut with the final version, RELEASE switch will do the trick.

RELEASE = FALSE (hide features such as Apple Watch app which shows Apple Watch 3 with red dot in the crown in the iOS 11.0 betas)
RELEASE = TRUE (enable features like iOS 11.0 GM)

Point version betas (11.x.x betas) can have short build number but this does not mean they are the GM version. Apple just disables the logging tools in these builds. Apple probably wants more info/data from the tester's usage regarding to under the hood changes in this release, hence they didn't release a version with logging tools disabled. They usually release beta releases with logging tools disabled when they have enough data regarding to changes in betas.

To clarify, GM version is the final version that has finalized SDK and APIs of a version that has a lot of new APIs and SDK.

Honest question for you.

Would you rather fewer bugs in 11.2.5 GM, or a faster release of the GM with more bugs?
I don't think they're fixing many bugs in a x.x. release anyways. There will always be more bugs to be fixed and there will be other updates as well.
What's more, the only bug I experience is the overlying keyboard (which is really frustrating) and it hasn't been fixed for 2 months now. I think Apple focuses on small problems and delay fixing the real issues that people have.

You think this beta 6 will be actually the same as final? (except the debug thing)
 
Looks like they fixed the Done button from overlapping the cellular/wifi/battery icons, when moving homescreen icons around in folders.
 
Maybe I’ve missed the answer to this but how will we have a ‘final’ public release before 11.2.3 and 11.2.4?
 
If this means that we can send messages from a web browser (icloud.com) then I'd want this quicker also.
It does not mean that at this point. Simply stores them in iCloud to both free up space on your device, and keep the messages synced across your devices.
