Agreed. When I open and close geekbench, cpu frequency is always changing.It doesn't run at max frequency all the time. If it did it would over heat, forcing a shut down until everything cooled to acceptable limits.

If you play a game for 2 hours it’s going to run at max frequency but not overheat. Devices are tested to not overheat in such conditions.

Depends how you define max frequency. In Intel speech, are we talking turbo or base?
Processors are designed such that they can overshoot their TDPs for burst workloads.
Do ARM processors have turbo? We’re not talking about Intel here.

Variable frequency modulation is however a feature of a lot of the modern chips, as far as I know, including Apple's A-designs

A lot of the features coming in 11.3 seem interesting, but some of those bugs are killer for me. I won't be putting this on my X (DD) until these are fixed.
