No reason to stop releasing beta builds if they're still working on it, it doesn't accomplish anything. In fact, if they're still working on it, it's detrimental to Apple and to developers if they're stuck with an old, outdated build.The GM build (potential final version) is most likely coming out on Tuesday so there's that to test as well. In previous years they stopped releasing new betas weeks in advance of the event, doesn't mean they stop working on it.

At some point they need to settle on whatever is going to be flashed on the new phones. They'll keep working, but, probably with this one, they are feature/code complete for 11.0. After that, it'll go into 11.1, etc...

GM will drop after the event which is for intents and purposes the final release version unless show stoppers get found. they have to load the GM on all the new iPhones that will be shipping this month. so they are already working on 11.0.1 or whatever the first bug fix release is going to be. this year is strange in that usually once the event gets announced, there’s a several week gap of no betas until the eventiOS 11 likely won't be released for a couple weeks (announcement is next week, not necessarily the release).
Why would they stop working on it with two weeks to go? Or even one week to go?

if it’s the GM then most likely, it would be possible to install without a profile, but that restriction might drop when the GM is official even if it’s the same build so i don’t know. it has the “a” added onto it so unless that gets dropped, this is still technically a beta buildNo one knows for sure but it is probable.

doesn’t necessarily mean it’s bugs they haven’t fixed. before complaining, try either resetting or a full restore via iTunesGosh. I absolutely don't get, why do they release so many builds that DO NOT fix the most visible issues? It makes me mad. It makes me mad, Apple, just in case if you are reading!
3D touch is horrible on my iPhone 7 Plus which is still the latest for the next couple of weeks.
And messages come with an echoey notification sound that it confusing.
