Considering that my iPad mini 2 got iOS 10.3.3 I think that it may make it to 11 at least. I don't know about after that though.
Not recommender for now, beta 5 developer still feels low performance with iPad mini 2
Thinking downgrade before GM

iOS 11 will probably support the 64-bit. Hence 5s, 6, 6s, and many latest releases will be compatible with it.
